Tom Strumpf
Overview
Tom Strumpf is a partner in the Washington, D.C., office of Kirkland & Ellis LLP. Tom’s practice focuses on the formation, structuring and management of private funds, as well as the operational, legal and regulatory issues faced by their sponsors.
Tom was the Branch Chief of the Private Funds Branch in the Securities and Exchange Commission’s (SEC’s) Division of Investment Management, where he served from 2022 to 2024. At the SEC, he led the development and implementation of rules under the Investment Advisers Act for private fund advisers. He worked closely with the SEC’s Division of Examinations and the Division of Enforcement on interpretative matters regarding the application of the securities laws to private fund advisers. Tom also represented the SEC on joint rulemakings with other agencies, including rulemakings with the Department of Treasury, FinCEN and the Federal Reserve Board.
He served as a law clerk to Judge Michael J. Melloy on the United States Court of Appeals for the Eighth Circuit.
